City
Council and Redevelopment Agency agendas are available
online. Each agenda lists all items, along with a brief description,
to be considered by the City Council and/or the Redevelopment
Agency. Generally, meeting agendas are published the Monday
prior to a Wednesday meeting. Minutes
from prior meetings are available online as well.
The Brown Act
In conducting public meetings, the City Council, Redevelopment
Agency, and City staff adhere to the Ralph M. Brown Act (Brown
Act). Two key parts to the Brown Act reads as follows:
"In enacting this chapter, the Legislature finds and
declares that the public commissions, boards and councils
and the other public agencies in this State exist to aid
in the conduct of the people's business. It is the intent
of the law that their actions be taken openly and that their
deliberations be conducted openly.
The people of this State do not yield their sovereignty
to the agencies that serve them. The people, in delegating
authority, do not give their public servants their right
to decide what is good for the people to know and what is
not good from them to know. The people insist on remaining
informed so that they may retain control over the instruments
they have created."
Except for closed sessions, the Brown Act requires all aspects
of the decision-making process by legislative bodies, including
discussion, debate and acquisition of information, to be conducted
in public. The Brown Act allows a legislative body to adopt
reasonable regulations on public testimony and the conduct
of public meetings.
The City of Morgan Hill posts all regular, special and emergency
meeting agendas in accordance with the Brown Act. All meetings
are open to the public with the exception of closed sessions
relating to personnel matters, pending litigation, emergency
situations, real property transactions and certain legal matters.
