As required by the State Water Resources Control Board (SWRCB), construction activity resulting in a land disturbance of 1 acre or more of soil, or whose projects are part of a larger common plan of development that in total disturbs more than 1 acre, are required to obtain coverage under SWRCB Order No. 99-08-DWQ, National Pollutant Discharge Elimination System (NPDES), General Permit No. CAS000002: Waste Discharge Requirements (WDRS) for Discharges of Storm Water Runoff Associated with Construction Activity (General Permit). Construction activity subject to the General Permit includes clearing, grading, excavation, stockpiling, and reconstruction of existing facilities involving removal and replacement. To be permitted with the SWRCB under the General Permit, owners of construction sites must:
