As required by the General Permit, the Storm Water Pollution Prevention Plan (SWPPP) Manual must be developed and implemented prior to any grading activities. Prior to issuance of a grading permit, owners of applicable construction sites must submit a draft SWPPP Manual to the Public Works Department for review and approval.
The six main objectives of a SWPPP Manual are:
- Identify all pollutant sources, including sources of sediment that may affect the quality of storm water discharges associated with construction activity (storm water discharges) from the construction site, and
- Identify non-storm water discharges, and
- Identify, construct, implement in accordance with a time schedule, and maintain Best Management Practices (BMPs) to reduce or eliminate pollutants in storm water discharges and authorized non-storm water discharges from the construction site during construction, and
- Develop a maintenance schedule for BMPs installed during construction designed to reduce or eliminate pollutants after construction is completed (post-construction BMPs).
- Identify a sampling and analysis strategy and sampling schedule for discharges from construction activity which discharge directly into water bodies listed on Attachment 3 of the General Permit (Clean Water Act Section 303(d) [303(d)] Water Bodies listed for Sedimentation).
- For all construction activity, identify a sampling and analysis strategy and sampling schedule for discharges that have been discovered through visual monitoring to be potentially contaminated by pollutants not visually detectable in the runoff.
The California Stormwater Quality Association (CASQA) has developed a SWPPP Manual template, which meets the current General Permit requirement's and is the official adopted SWPPP Manual format for the City of Morgan Hill. Also adopted by City are the CASQA Stormwater Best Management Practices (BMP) Handbooks for construction site BMP standards. The CASQA handbooks provide general guidance for selecting and implementing BMPs that help reduce or eliminate the discharge of pollutants from construction sites to waters of the state. The CASQA handbooks also provide guidance on developing and implementing SWPPPs that document the selection and implementation of BMPs for a particular construction project.
