Southeast Quadrant
OverviewThe City Council is exploring the possibility of establishing a special sports-recreation-leisure area within the Southeast Quadrant (SEQ) on private lands that are currently not located within the City, but could possibly annexed some time in the future. The SEQ is located east of Hwy. 101, west of Foothill Ave., south of San Pedro Ave., and north of Maple Ave.
The City Council is interested in exploring the potential for sport-recreation-leisure and public facility uses in this area to act as a transition between urban City development and rural uses in San Martin and to assist with establishing a greenbelt between the two communities.
General PlanA public workshop was held on February 7, 2008 to present findings and a series of alternatives for a Draft General Plan Land Use and Zoning District for sports-recreation-leisure uses in the SEQ area. Subsequently recommendations were presented to the Planning Commission and City Council in March and April 2008.

Environmental Impact ReportAs an outcome of those meetings, the City Council directed staff to prepare an Environmental Impact Report (EIR) that evaluates two alternatives for land use in the SEQ. Upon completion of an EIR, public hearings will be scheduled before the Planning Commission and City Council for adoption of proposed General Plan amendments and Agricultural Mitigation Program.
Both alternatives would designate approximately 170 acres for sports, recreation, and leisure uses in the area. One alternative would designate approximately 400 acres adjacent to Maple Ave. for agricultural use and exclude the are from the City's Urban Limit Line (ULL). The other alternative would designate approximately 200 acres adjacent to Maple Ave. for open space uses and exclude it from the ULL. An additional 200 acres within the SEQ would be planned for future development that would have a rural, open space feel in order to provide a transition to the open space buffer adjacent to Maple Ave.
