Preliminary Review for General Plan and Zoning Amendments that would allow for the development of a residential project with 125 attached townhome units. To accommodate the residential use, the General Plan land use would be changed from Commercial to Mixed Use Flex, and zoning from General Commercial to Mixed Use Flex, with the removal of the Planned Development Combining District. This item is a preliminary review for input only. No action will be taken on this item.
The project site is located within the Evergreen Villages development and is identified by Assessor Parcel Numbers 726-58-007, 008, 009, 010, and 011. Evergreen Villages is located south of Cochrane Boulevard, between Butterfield Boulevard and Sutter Boulevard, and bound to the south by Jarvis Drive.

The Morgan Hill Planning Commission conducted a Public Hearing on the proposed project on September 13, 2022. Planning Commission declined to recommend approval to City Council.
Project Plans and Specifications
The Preliminary Plan Review application is not subject to CEQA, as there will be no action taken on an information-only item. A future development application will require further environmental review.
A preliminary plan application is intended to assist the developer in the refinement of a final project proposal to be submitted for formal processing. Once that occurs, an initial study will be conducted and indicate if a further environmental review is required.
